If a person or an organization finds that it wouldn't be advantageous to their time to send someone to the training program, then there are online resources that will train the instructor. How these work, is that the instructor student will either have to download the manuals, or the manuals will get sent to them in the mail, and they will follow the course like a correspondence course. These might cost a little bit less then if they were to train on site, because of course, they are training at home.
